Because I have found such a bug that you sometimes can use buy items for free! So maybe he only spent about 100k (or even less) to buy all the things. And if he didn't use it, he's too crazy but he doesn't play so much time enough (about collecting 3000-10000$ a day?).
For me, I never meet him (maybe I just play for too little time), How many times have all of you meet him?
